On 06 November 2015, just over a month after his appointment, Supreme Allied Commander Transformation (SACT), General Denis Mercier of the French Airforce, honoured the JALLC with an early visit. SACT met with COM JALLC during an office call and was then briefed by the JALLC' s command group on the JALLC's organization and activities

Following this briefing, SACT addressed the JALLC members of staff. He first expressed his gratitude to Portugal and the Portuguese political and military authorities for their enduring commitment to NATO's Transformation. General Mercier then went on to present his vision for the future of Allied Command Transformation (ACT), NATO's posture, and Allied Command Transformation’s capacity in this respect, referring to six focus areas: Command and Control, Sustainment, Training, Partnerships, Manpower, and Capabilities. He went on to acknowledge that the JALLC's programme of work has reflected, and continues to reflect these focus areas, referencing a number of projects and activities the JALLC has recently conducted, including the NATO EXTRA Portal, reports on Ballistic Missile Defence and Cyber security awareness , and the JATT's outreach activities.

SACT complimented the JALLC's work stating that he was “extremely proud of what [the JALLC] has achieved over recent years.” He also commented on the relevance of the JALLC's products and his intention to build on the JALLC's legacy to support his vision of NATO's posture.

After his address, General Mercier presented two JALLC members of staff with well-deserved commendations; the JALLC's Chief of Staff COL J. Gomes (Portuguese Army) and the JALLC's civilian Senior Operational Research Analyst Mrs J. Eaton.

After the usual signing of the JALLC Book of Honour ceremony, General Mercier left the JALLC with a good understanding of the organization and what it means to ACT and to NATO's Transformation.
