
The JALLC’s Principal Operational Research Analyst was invited to brief NATO’s Operations Policy Committee (OPC) in September on the JALLC’s recent analysis project, Protection of Civilians, which looked at how ISAF reduced the number of incidents of civilian casualties over the course of the mission.
The project team analysed over 200 documents and obtained input from various International Organizations and NGO’s, all of which contributed to a comprehensive report on how NATO can learn from the ISAF mission in this respect. The findings from the statistical analysis of ISAF-related civilian casualty data together with a thorough literature review, allowed the project team to provide an in depth review of how ISAF reduced the number of incidents of civilian casualties and how NATO can learn from that experience in current and future operations.
The OPC were very appreciative of the briefing and commended the JALLC’s excellent work in connection with this project. The OPC confirmed that all of the recommendations set out in the JALLC’s report would be taken forward, including the recommendation for further study into the matter.
