On 06 September 2024, the JALLC welcomed Her Excellency Ambassador Jaqueline O’Neill, the Canadian Ambassador for Women, Peace, and Security (WPS) as well as Her Excellency Ambassador Élise Racicot, the Canadian Ambassador to Portugal, to share experiences related to the WPS Agenda, gender perspective and lessons learned.

During the visit to the JALLC, Ambassador O’Neill and Ambassador Racicot were presented with an overview of how JALLC’s mission and activities contribute to the work of the NATO WPS Agenda.  Specifically, the JALLC’s Chief of Staff, Colonel Manuel Rosa, had the opportunity to present insights20240906 CAN WPS Ambassador visit (13).jpg into how NATO is currently learning lessons related to gender matters, particularly from Russia’s war against Ukraine.

Additionally, the JALLC team presented the Ambassador’s with an overview of the current JALLC analysis project on Human Security that is analysing the experience of NATO’s military implementation of related topics such as Protection of Civilians, Children in Armed Conflict, and WPS at the tactical level, in order to inform future implementation of existing policies in this area. 

Discussions then centred around ideas to improve the sharing of WPS related lessons from Allies through the NATO Lessons Learned Portal - NATOs single tool for all information relating to Lessons Learned. Finally, the JALLC team offered the Ambassadors an overview of how Cognitive Superiority and Layered Resilience, two of the Warfare Development Imperatives of the NATO Warfighting Capstone Concept, can benefit from utilising gender analysis.

20240906 CAN WPS Ambassador visit (8).jpgAmbassador O’Neill noted the commitment of the JALLC to the WPS Agenda and showed an interest in the JALLC’s activities and products.

 

NATO's first policy on WPS was developed by Allies and partners in the Euro-Atlantic Partnership Council (EAPC) in 2007.The NATO 2021-2025 Action Plan on WPS was endorsed by Defence Ministers in October 2021. It supports the commitment by Allies to further advancing gender equality and integrating gender perspectives in all that NATO does, building on the progress made since the creation of NATO’s agenda on WPS. The Secretary General’s Special Representative for WPS serves as the high-level focal point for all of NATO’s work on the WPS agenda.
