From 16 to 18 July, the JALLC’s Advisory Training Team (JATT) deployed to Bucharest, Romania, to engage with the Euro-Atlantic Resilience Centre (E-ARC).
The E-ARC is an inter-agency hub tasked with promoting and pursuing NATO and EU resilience targets. The centre offers a platform for strategic discussions and facilitates the transfer of expertise between business communities, civil societies, and academic communities. The-ARC’s work spans four key areas: Education, Training, Exercises, and Evaluation; Analysis and Lessons Learned; Doctrine Development and Standardization; and Concept Development and Experimentation.
In this context, three JALLC Staff members deployed to the E-ARC to deliver Lessons Learned training to a diverse group of 30 specialists from various Romanian ministries, agencies, and entities, including the ministry of defence, the ministry for the interior, as well agencies dealing with communications, health, and finance.
Over the course of three days, participants received theoretical and practical training on the NATO Lessons Learned Capability, Analysis techniques the JALLC uses in conducting its Lessons Learned and Analysis activities, and on the JALLC and its activities in NATO. Through a dynamic combination of lectures, informative videos, and syndicate work, the JATT delivered the usual high standard of training which was well-received by the participants.
The E-ARC’s Course Director noted: “The E-ARC was honoured toreceive the JATT. Romania is currently looking at its national Lessons Learned capability and this training was particularly timely as it gave the participants the opportunity to understand the NATO Lessons Learned Capability and how NATO does Lessons Leaned. There is much the participants can take
way from the information provided by the JATT.”
In parallel to the training course, the JATT also had the opportunity to engage with some of Romania’s key leaders from the national defence and public order system. The JATT delivered a high-level briefing covering the key aspects of Lessons Learned for leadership and an overview of the JALLC’s activities. The briefing was followed by an engaged session of questions and answered which highlighted Romania’s interest and commitment to Lessons Learned and NATO.
This course was another example of the JALLC’s ambitious training and outreach programme which, under the NATO Warfighting Capstone Concept, sees JATT members deploy all over the NATO globe and beyond to inform and advise on the NATO Lessons Learned Capability.
