From 15 to 17 October, JALLC staff members participated in the Portfolio, Programmes & Project (P3) and Capability Delivery Course. The course, held at the JALLC’s facilities, was delivered by staff from the JALLC’s superior command, HQ Supreme Allied Command Transformation (HQ SACT), and is designed to provide essential knowledge to NATO/Allied Command Transformation (ACT) newcomers, ensuring they are well-prepared for their roles.
The Course is typically offered three to four times a year at HQ SACT in Norfolk, Virginia, in the US, and once annually at the subordinated Commands. By delivering this course on-site, the JALLC ensures that its staff receive relevant in person training and are equipped with the foundational knowledge required to understand relevant NATO processes. The course is tailored to help new personnel quickly adapt to their responsibilities within the organization.
The primary aim of the course is to familiarize participants with the processes involved in managing P3 within NATO. This includes gaining a clear understanding of how common-funded capability delivery is structured and how it contributes to the overall success of ACT. By mastering these processes, JALLC staff can contribute more effectively to the organization’s outputs, ensuring that projects align with NATO’s strategic objectives.
Through this training, participants are also introduced to key internal regulations and procedures at ACT. The course provides critical insights into the management frameworks and tools used to guide NATO’s transformational efforts. Additional knowledge was provided to the participants about the Warfare Development Board (WDB) and its functions. The instructors also presented the handling of the Warfare Development Plan (WDP) Tool, a classified digital tool, which is used to organize and coordinate all necessary data for Warfare Development in ACT. The Risk Management function, which is also handled through the WDP tool, was also explained to the audience. This ensures that all staff, especially those new to JALLC, are well-prepared to support ACT’s mission of enhancing NATO’s operational capabilities and delivering high-quality outcomes.
The JALLC participants appreciated the training they received, noting that the benefits of this course, both for the JALLC and, more widely, ACT, will manifest in future products and interactions.
