
On 23 September 2025, the Joint Analysis and Lessons Learned Centre (JALLC) welcomed HQ Supreme Allied Commander Transformation’s (HQ SACT) Deputy Chief of Staff (DCOS) of the Multi-Domain Force Development Directorate, Major General Juan Jose Soto Rodriguez (Spanish Army), on his first official visit to the Centre.
The visit to the JALLC included an office call with Brigadier General Stefanel Colibaba, Commander JALLC, and Colonel Nuno Lopes, the Chief of Staff which was followed by a series of topical and relevant presentations focusing on the JALLC’s outputs and capabilities, and finally a round table discussion with senior leadership.
The visit provided an opportunity to present the JALLC’s mission, capabilities, and ongoing work in support of NATO transformation to the new DCOS, who very recently took up his post at HQ SACT.
The Major General engaged with JALLC leadership and staff, gaining a deeper understanding of the Centre’s contribution to NATO’s lessons learned capability, as well as its broader role in supporting the Alliance’s continuous adaptation. The discussions focused on the essential link between analysis, force development, and transformation, highlighting how the JALLC’s outputs inform decision-making and capability development across NATO. He also praised the professionalism and expertise of the JALLC team and underlined the importance of lessons learned as a driver of NATO’s effectiveness and readiness. He stressed that, in a rapidly evolving security environment, the ability to learn, adapt, and institutionalize lessons is a decisive advantage for the Alliance.
