Vision
By 2025, the Alliance’s decision-making processes will be supported by an LL Capability, based on an interconnected LL community served by a state-of-the-art toolset, which will allow timely access to Lessons and detailed analysis that ultimately will foster a culture of sharing. The JALLC will be at the heart of these processes, enabling the LL Capability, shaping the culture as the Hub of the LL community, and, as a Force Multiplier, providing the tools and relevant analysis. Throughout this journey, the JALLC will strongly support ACT’s leading role in Innovation, will Deliver Knowledge, and will Implement LL policy, which JALLC will have played an important role in developing.
We will start from the key assumptions above and from our legacy and will develop the JALLC’s approaches around three main questions that we should answer throughout our entire activity: What is the JALLC here for? What role do we play? How should we do our business?
What is the JALLC here for?
The JALLC exists to enable the LL Capability within NATO, so that Lessons are rapidly identified and managed through to become Lessons Learned. We connect NATO bodies and Nations through creating and promoting standardized processes for LL, to help the Alliance to be a learning organization, based on a culture of sharing. We will strive to maintain that as our overarching function and never to lose the focus on it.
What role do we play?
The JALLC will place itself at the centre of the LL Capability, as the hub of the LL NATO community, shaping the culture of NATO so that the NATO LL process is integrated into daily business and there is an interconnected Lessons community. We will do this by training the subject matter specialists, educating the audience, from senior leaders to LLSOs, advocating for the process, organizing relevant events, and exploring and implementing new and innovative ways of doing things.
How do we do our business?
The JALLC will act as a force multiplier, providing a single LL toolset to allow Allies and NATO bodies to share Lessons easily and to enable detailed analysis, and tailored, high-quality analysis, including Active Portal Content Management, to underpin NATO’s strategic change and decision making. We aim to experiment, to innovate, and to ensure that the strategic lessons from Exercises are captured, analysed, and promulgated.
In the face of a constantly evolving and unpredictable geostrategic environment, the JALLC will provide the support the Alliance needs in order to continue to learn from its successes and failures through all of its activities, harnessing appropriate technologies to ensure maximum effectiveness and efficiency. The JALLC supports innovative change through delivering knowledge.
