Visit of Brigadier General Dzintars Roga, Supreme Allied Commander Transformation Assistant to Chief of Staff Joint Education Training and Exercises, to JALLC

On the 4th of December, taking the chance of being in Lisbon for the STRIKFORNATO MEOC, Brigadier General Dzintars Roga, Assistant to Chief Of Staff for Joint Education Training and Exercises ( ACOS JETE), visited the JALLC, together with Commodore (Retired) Mr. David Burton, Head of Strategy for the Centre for Maritime Research and Experimentation, from La Spezia, Italy. This was the first visit to JALLC performed by the ACOS JETE, who had the opportunity to get a complete update on the JALLC current activities.

Visit of Brigadier General Dzintars Roga, SACT ACOS JETEAfter an office call with the JALLC Chief Of Staff, Colonel Jorge Gomes, Brigadier General Roga was briefed on the current Projects status, the JALLC Program of Work, and the support given to NATO exercises, as well as the Outreach activities performed and planned by JATT. During this comprehensive presentation of the Command Group, specific interests, issues and findings were discussed. The Lessons Learned Process, together with the Analysis Requirements prioritization, and the EXTRA Portal were object of a deep interaction between the parts.

The visit ended with a signature in the "Book of Honor" and a group picture in front of the JALLC building.

Visit of Lieutenant General Phil Jones CBE, Chief Of Staff Supreme Allied Commander Transformation, to JALLC

The JALLC had the honor to host Lieutenant General Phil Jones, COS SACT, on the 1st of December. Committed to represent SACT at the STRIKFORNATO MEOC 2014, on the 2nd in Oeiras, Lieutenant General Jones took the opportunity to visit JALLC and getting a complete update on the JALLC current activities.

After an office call with the Commander JALLC, Brigadier General Mircea Mîndrescu, COS SACT was briefed on the current Projects status, the JALLC Programme Of Work, current and the next six-months one, and the support given to NATO exercises, as well as the Outreach activities performed and planned by JATT. Visit of Visit of Lieutenant General Phil Jones, COS SACTDuring this extensive and comprehensive presentation of the Command Group, specific interests, issues and findings were discussed. COS SACT has shown his deep appreciation about the JALLC work and left uncourageous words concerning the future and the JALLC's commitment to it.

After the two-hour discussion, COS SACT proceeded to the JALLC Auditorium for an "All Hands call" session, to compliment the personnel of the JALLC regarding their reports and outputs and to give the SACT vision and the Alliance Approach to the global challenging period we are facing. After a short Questions and Answers period, Lieutenant General Jones awarded Lieutenant Colonel Filipe Vieira, PRT A, a Commendation Letter for his outstanding contribution to the JALLC mission, as Military Analyst and Project manager of some projects, with special relevancy to the "Two Decades of NATO Led Operations and Exercises" Project.

The visit ended with Lieutenant General Phil Jones writing a personal message in the "Book of Honor" and a group picture in front of the JALLC building.

Visit of a Delegation from Allied Command Transformation Staff Element Europe Capability Requirements Branch, to the JALLC

On Thursday 6 November 2014, a Delegation from Allied Command Transformation ( ACT) Staff Element Europe Capability Requirements Branch, leaded by Colonel Recep Ozdemir, visited the JALLC.

The visit started, in the morning, with some bilateral meetings with JALLC Lessons Learned Staff Officers and some military analysts (project managers), concerning previous identified needs from our ACT colleagues in Mons.

Immediately after lunch, Colonel Recep Ozdemir was received by Brigadier General Mircea Mîndrescu, Commander JALLC, during an office call. Then, all the Delegation had a presentation about JALLC's organisation, mission, tasks, Programme Of Work and the conclusions on the recent NATO Lessons Learned Conference.

After a short break, all the group proceeded to the Auditorium, where Colonel Ozdemir, after explaining the goals of the visit and expressed how fruitful it was, gave a presentation on the Capability Requirements Branch organization, current activities and major concerns to all the JALLC military and civilian analysts present. There was an excellent opportunity to interact with JALLC people and also stress the importance of the Lessons Learned in the Planning Process. The session was very interesting, and there will be more interactive activities in the future between both sides.

Visit of Brigadier General Heinz Huber, Chief of the Swiss Delegation to NATO, to the JALLC

On Thursday 6 November 2014, on his request, the Chief of the Swiss Delegation to NATO, Brigadier-General Heinz Huber, together with Colonel Hanspeter Aellig and Colonel Martin Zürcher, visited the JALLC.

The visit started with a welcome by Brigadier General Mircea Mîndrescu, Commander JALLC, during an office call. After that, the Swiss Delegation had a presentation about JALLC's organisation, mission, tasks, Programme Of Work and the conclusions on the recent NATO Lessons Learned Conference.

Brigadier General took the chance to introduce the organization of the Swiss Armed Forces, as well as the intention of creating a Military Lessons Learned Cell. The session was very interesting, with a fruitful discussion and there will be more interactive activities in the future between the parts.

To end the visit, Brigadier General Huber signed the JALLC's book of honour, exchanged gifts with Commander JALLC and attended to a group picture.

Visit of His Excellency The Ambassador of Canada, Mr Jeffrey Marder, to the JALLC

On Monday 3 November 2014, His Excellency Mr. Jeffrey Marder, Canadian Ambassador to Portugal, visited JALLC Headquarters.

The visit started with a welcome by Colonel Jorge Gomes, JALLC Chief Of Staff, during an office call. After that, His Excellency met the JALLC Command Group and had a presentation about JALLC's organisation, mission, tasks, Programme Of Working and the conclusions on the recent NATO Lessons Learned Conference.

During the presentation, Mr. Marder took a chance to put several questions and declared himself completely satisfied with all the answers, which contribute to make a better picture on JALLC and on NATO as well.

To end the visit, His Excellency signed the JALLC's book of honour and attended to a group picture.

Visit of His Excellency the Ambassador of Germany, Mr Ulrich Brandenburg, to the JALLC

On Tuesday 28 October 2014, His Excellency Mr. Ulrich Brandenburg, German Ambassador to Portugal, together with the German Defence Attaché, Lieutenant Colonel Björn Taube, visited the JALLC in Monsanto.

The visit started with a welcome by Brigadier General Mircea Mîndrescu, Commander JALLC, during an office call. Next, the Ambassador was shown a presentation about JALLC's Organization, Mission, Tasks, ongoing Projects and the outcomes of the recent NATO Lessons Learned Conference, held in Lisbon between 21 and 23 October 2014.

Mr. Brandenburg, also because having been German Ambassador to NATO until 2010, was very interested in the JALLC activities, and had a chance to interact several times with staff members, as the presentation was going by, and showed deep knowledge about NATO and its actual facing challenges.

Before leaving, Mr. Brandenburg signed the Book of Honour and, after a small token presented by the Commander JALLC, proceeded to JALLC front door, for a group picture .

Major General Robert Weighill, Deputy Chief Of Staff Plans Joint Force Command Naples visited the JALLC on the 18 of September 2014

On 18 September 2014, the Deputy Chief Of Staff Plans Joint Force Command Naples, Major General Robert Weighill, together with his Military Assistant, Lieutenant Commander Stu Crombie, visited the JALLC on his request, for a short overview on the JALLC activities.

Immediately after the office call, Chief Of Staff JALLC and the Command Group members provided MGEN Weighill a short tailored briefing on the JALLC mission and tasks, JALLC Program Of Work and the current projects. MGEN Weighill expressed his reconnaissance for the JALLC contributions to JFC Naples and stressed his personal commitment to reinforce the links between both organizations.

The visit ended with the traditional signature of the Book of Honour, gift exchanging and the group photo.

Visit to JALLC by the Portuguese Chief Of Defence, General Artur Neves Pina Monteiro, on September 15, 2014

On 15 September 2014, as a consequence of Commander JALLC personal invitation, the Portuguese Chief Of Defence, General Pina Monteiro, together with his Chief of Cabinet, Major General Guerra Pereira, visited the JALLC.

After being received by the Portuguese Air Commander, Lieutenant General Lopes da Silva, at the Air Command compound main gate, General Pina Monteiro was welcome by Commander JALLC, Brigadier General Mircea Mîndrescu, at the JALLC's facilities door. After an office call, with both Commander and Chief Of Staff JALLC, a Command Group Briefing was delivered, emphasizing JALLC's Mission, Tasks, Programme Of Work, current projects, concerns, areas of mutual interest and especially the Host Nation (Portugal) support to JALLC. General Pina Monteiro showed himself very interested during all the presentation and a lot of questions had been raised.

After the Command Group Briefing, the Portuguese Chief Of Defence headed to the JALLC Auditorium and took the chance to address some words to all the JALLC Personnel. General Pina Monteiro stressed his appreciation for all the work JALLC is performing in profit of the Alliance, declared his gratitude for the JALLC support to the Portuguese Armed Forces and assured that the Host Nation Support will continue, with means and capabilities, to help JALLC to fulfil all the assigned tasks.

After this session, General Pina Monteiro signed the JALLC Book of Honour and exchanged official gifts with Commander JALLC. Then an official Group picture was taken in front of the JALLC building, and the visit ended with a social lunch in the Portuguese Air Force Officers Mess.

JALLC 12th Anniversary Celebration

On September 9th, in an elegant and friendly setting, JALLC celebrated its 12th Anniversary in the Monsanto Officers Mess. Together with the JALLC personnel, Ambassadors or Heads of Diplomatic Missions from NATO countries were present along with high ranking military officers from the host nation, Portugal. Military Attachés residing in Portugal also took part in the manifestation.

After welcoming his guests, Brigadier General Mircea Mîndrescu, Commander of the JALLC, mentioned in his speech that the JALLC has a capability unique in NATO, being NATO’s leading agent for joint analysis, with fundamental contributions regarding NATO Lessons Learned capability and NATO education. An organization focused on improving the capabilities of the Alliance, on the Alliance’s adaptation and transformation to successfully face the challenges of our times.

The JALLC Commander expressed his gratitude to the personnel of the JALLC for their hard work and achievements and thanked the representatives of the host nation, Portugal, for their paramount support to the JALLC.

Brigadier General Mîndrescu ended his speech by addressing his deep appreciation for all the representatives of allied nations and partners, to the representatives of other brotherly NATO organizations based in Portugal, to all the people present for their continued support and friendship.

Visit of the Director of the NATO Command and Control Centre of Excellence, Capt Gerrit Nijenhuis

On 3 September 2014, the Director of the NATO Command and Control Centre of Excellence ( C2COE), Capt Gerrit Nijenhuis with a delegation of his Command visited the Joint Analysis and Lessons Learned Centre. The intention of the visit was to exchange information between the two organizations about the current Programs of Work, capabilities, and visions for the near future as well as to get familiarized on specific activities of each organization.

The visit started with an office call with the Commander JALLC, Brigadier General Mircea Mîndrescu. Afterwards, the C2COE delegation was briefed by the JALLC Chief Of Staff, Colonel Jorge Gomes and his staff on its organization, mission and current projects. On his turn Captain Nijenhuis briefed the JALLC about the COE's in general and more specific the specializations of the C2COE.

After lunch discussions were held and specific issues were agreed upon of how both organizations could help each other and contribute in their respective Programs of Work. At the end of the visit both parties concluded to intensify mutual support and cooperation and to establish a more firm connection between the two organizations.

During the visit the Book of Honour was signed, gifts were exchanged and a group photo was taken.

Vice Admiral Philip S. Davidson, Commander Naval Striking and Support Forces NATO (STIKFORNATO), visited the JALLC on the 29 of August 2014.

On 29 August 2014, the Commander STIKFORNATO, Vice Admiral Philip Davidson, together with his Military Assistant, Commander Sylvester Steele, and his Aide de Camp, the visit of the Admiral Philip S. Davidson, Commander STIKFORNATOLieutenant Jeffrey Finley, visited the JALLC for an office call with the Commander JALLC, Brigadier General Mircea Mîndrescu, and a short overview on the JALLC activities.

Immediately after the office call, Commander JALLC and the Command Group members provided VADM Davidson a short tailored briefing on the JALLC mission and tasks, JALLC Program Of Work and areas of Co-operation and mutual support with STIKFORNATO. VADM Davidson expressed his commitment to reinforce the links between both organizations located in Portugal.

Visit of Colonel Eduard Simion, Director NATO HUMINT Centre Of Excellence.

On the 13th of August, Colonel Eduard Simion (ROU A), Director NATO HUMINT Centre Of Excellence ( HUMINT COE), visited the JALLC. The aim of the visit was to familiarize Colonel Simion with the JALLC Command Level, the JALLC Program Of Work, current activities and the NATO Lessons Learned Process and Portal.

After a short office call with Brigadier General Mîndrescu, Commander of the JALLC, Colonel Simion was presented with a Command Briefing about the JALLC and potential items of co-operation between both organizations. Colonel Simion provided a short presentation as well about the current HUMINT COE activities and intentions for the future. During an active discussion, both parties agreed to establish direct contacts on a number of mutual issues and to improve the already good relationship between both Centres.

The visit was closed with a signature in the Book of Honour and gift exchanging, followed by a group picture in front of the JALLC building, and there was a promise from Col Simion that a Delegation of the HUMINT COE will be present in the NATO Lessons Learned Conference 2014, in Lisbon, between the 21st and the 23rd of October.

The JJJ Meeting in Joint Force Training Centre

On 1 Jul 14, Brigadier General Mircea Mîndrescu, JALLC Commander, Group Captain Adrian Hill, JALLC Exercise Training and Experimentation Division Head, and Lieutenant Colonel Nerijus Stankevicius, JALLC Military Analyst, travelled to the Joint Force Training Centre ( JFTC) in Bydgoszcz, Poland, to participate in the second JJJ Meeting of 2014.

The JJJ meeting, last held at the Joint Warfare Centre ( JWC), Stavanger, Norway in early Jan 14, was attended by Deputy Chief Of Staff Joint Force Trainer ( DCOS JFT), Vice Admiral Javier Gonzalez-Huix, Commander Joint Force Training Centre ( JFTC), Brigadier General Wojciech Grabowski and Deputy Commander JFTC, Brigadier General Laszlo Szabo, Commander JALLC, Brigadier General Mircea Mîndrescu, the Special Advisor to Commander Joint Warfare Centre ( JWC), Brigadier Jon Ragnar Krogstad, and the Assistant Chief Of Staff Joint Education, Training and Exercises ( ACOS JETE), Brigadier General Dzintars Roga, as well as a number of senior staff and advisors from HQ SACT and the 3 NATO JJJ organizations

The bi-annual meeting is an important event in the JJJ calendar enabling HQ SACT DCOS JFT, the JJJ commanders and senior staffs to discuss key issues face-to-face, to share vital information and knowledge through a series of briefings and discussions, and to enable the JJJ staffs to work more closely together to harmonize key activities and wherever possible, align outputs. Key topics discussed at the 1 July meeting included updates to NATO Exercise and Training Doctrine, the Connected Forces Initiative, the EXTRA Portal, and roles and responsibilities in the support of NATO Exercises and the Lessons Learned Process.

Visit of the Chargé d'Affairs of Canada in Lisbon.

On 3th July 2014, Mr. Juan Pablo Valdes, Chargé d'Affairs of the Embassy of Canada in Lisbon, visited the Joint Analysis and Lessons Learned Centre upon his request to be briefed by the JALLC Chief Of Staff, Colonel Jorge Gomes and Lieutenant Colonel Gordon Gushue, Lessons Learned and Analysis Support Branch Head, on its Organization, Mission,the visit of the Chargé d'Affairs of Canada in Lisbon Programme Of Work, Lessons Learned Process and the NATO Lessons Learned Portal.

The visit started with an office call with the JALLC COS. Then, during the Briefing, Mr. Valdes asked to be detailed clarified on some different issues, focused mainly in the Analysis Requirements and Project structure, the NATO Lessons Learned Process and the JALLC Programme of Work cycle.

A Latvian Armed Forces Delegation visited the JALLC.

On Monday July 7th, 2014 a delegation from the Latvian Armed Forces visited the JALLC. The aim of the visit was to explore areas where the JALLC could support the development of the nascent Latvian Lessons Learned capability.

The delegation, led by Colonel Eriks Naglis LVA A, was welcomed by Commander JALLC, Brigadier General Mircea Mîndrescu, who promised Latvia JALLC's full support and resources in their endeavours to develop their LL capability. The JALLC Advisory and Training Team ( JATT), led by Cdr Michael Kleibaum, conducted several detailed briefings, culminating in a period of fruitful discussions wherein the delegation and JATT agreed a way ahead to support a capability development plan. Key areas of development include capacity-building training, advice on technical support to lesson management, policy-drafting assistance and overall programme management support.

The JALLC Chief Of Staff, Colonel Jorge Gomes, presented the guests with a JALLC plaque and individual gifts, before the delegation returned to Riga.

Visit of the Finnish Defence Forces International Centre.

On 3 July 2013, a Delegation of the Finnish Defence Forces International Centre ( FINCENT) visited the Joint Analysis and Lessons Learned Centre upon their request to be briefed by the JALLC Chief Of Staff, Colonel Jorge Gomes and his staff on its organization, mission and current projects and to establish a more firm connection between the two organizations and to intensify mutual support and cooperation.

The visit started with an office call with the JALLC COM. Then, during the Briefing, FINCENT Commander, Lieutenant Colonel Timo Hamalainen, introduced FINCENT and its activities, namely, NATO, UN and other international and National courses, which accredited the Finnish headquarters as a NATO asset in the Peace Support Operations. During this meeting, Colonel Gomes and Lieutenant Colonel Hamalainen stressed the importance of cooperation between NATO Lessons Learned and the Peace Support expertize, facing new challenges in a near future.

3rd NATO STRATCOM Commander's Handbook Workshop.

The NATO STRATCOM Commander's Handbok Workshop had been held at the JALLC facilities, in Reduto Gomes Freire, Oeiras, the previous location of JFC Lisbon, between 2 and 6 of June. The aim of the workshop was to continue the production of the handbook, which intends to be a helpful tool to every commander in NATO, for approaching Strategic Communications.

Due to various factors, since then the Ukrainian crisis, the number of participants was a bit lower than initially predicted. There were 11 STRATCOM expertise people, representing seven NATO and National headquarters, as well as two important Projects, MNIOE and MCDC.

Due to the excellent conditions available at Reduto Gomes Freire, which also includes a Mess Hall for the regular meals and other facilities, as well as the support provided with daily transportation to and from the compound, the event got big thumbs up from everyone and some of the participants are now looking forward to use the JALLC facilities in Oeiras for bigger events.

Visit of Commander NATO Rapid Deployable Corps to JALLC.

On June 5th, 2014, Commander NATO Rapid Deployable Corps, Lieutenant General Giorgio Battisti accompanied by his military assistant Lieutenant Colonel Stefano Sbaccanti, visited the Joint lessons Learned Centre ( JALLC), and were welcomed by Commander JALLC, Brigadier General Mircea Mîndrescu.

Visit of Commander NATO Rapid Deployable Corps

The aim of the visit was to inform LtGen Battisti about the role of JALLC within NATO and the ability of the JALLC to support and contribute to the NATO organization .

During a discussion session with the JALLC Command Group and senior staff, LtGen Battisti was provided a briefing covering an overview of the JALLC activities, its mission, organization and processes. The ongoing and future Programme of Work was discussed as well as activities that could provide opportunities for supporting NATO's Rapid Deployable Corps in Italy.

Both parties engaged in a conversation that permitted an exchange of information and views on subjects of mutual interest, especially regarding the past and future role of JALLC within ISAF.

At the end of the visit the "Book of Honour" was signed by LtGen Battisti and a group picture was taken.

Visit of SACT ACOS CEI, Brigadier General Henrik Sommer, to JALLC.

On May 20th, Brigadier General Henrik Sommer has visited the JALLC. Intention of the visit was to get informed about the daily work within the JALLC, to have better visibility on the processes within the JALLC and to coordinate the activities of the JALLC with his own organization. Primary focus of the visit was to find options for improving the support towards anothers.

In his position, as SACT Assistant Chief of Staff Capability Engineering and Innovation, Brigadier General Sommer can be considered as one of the most important customers of the JALLC.

After the office call with Brigadier General Mircea Mîndrescu, Commander JALLC, the General was briefed in detail by the Command Group of the JALLC about a variety of topics linked to the bilateral relation of both parties. After the presentations it was discussed how to improve the current processes, the staffing of reports and the exchange of information. Some clear results were agreed. Both parties recognized that communication between the two organizations at all levels is the key and will lead to even more success.

General Sommer mentioned he appreciated the frank and open discussions during the day and thanked the personnel of the JALLC for their contributions and support to his organization and NATO.

Visit of General Mirco Zuliani, Deputy Supreme Allied Commander Transformation, to JALLC.

The JALLC had the honor to host General Mirco Zuliani, Deputy SACT, on the 12th of May. General Zuliani specifically wanted to visit the JALLC to get a better understanding and more detailed knowledge about the Lessons Learned process, the JALLC Project Approach and the assistance that JALLC offers to NATO entities for Training and Exercises.

After an office call with the Commander JALLC, Brigadier General Mircea Mîndrescu, DSACT was shown the JALLC working environment and informed about the working processes at the JALLC. During an extensive and comprehensive presentation of the Command Group, specific interests, issues and findings were discussed. Special in-depth information was provided on the different stages within the JALLC Project Approach, the Analysis Requirements selection and process and the Lessons Learned Portal.

During the "All Hands call", in the afternoon, at the JALLC Auditorium, General Zuliani complimented the personnel of the JALLC regarding their reports and outputs. DSACT told that the work performed at the JALLC is important to NATO and even more to HQSACT.

General Zuliani said to the members of the JALLC that he considered his visit as a unique opportunity to learn about the different activities the JALLC is doing, the problems it is facing and to provide assistance and support were possible. With this visit he felt better equipped and stressed that working in close cooperation between the JALLC and the Headquarter is very important. The final result will be an ACT common solution.

The personal involvement and interest in the work and output of the JALLC, shown by the Deputy SACT during the day, was very much appreciated by the Command Group and the JALLC Staff.

Visit of a delegation from the Naval Tactical Development Doctrine and Analysis Center Command in Turkey.

On the 6th of May a delegation from the Naval Tactical Development Doctrine and Analysis Center Command in Turkey visited the JALLC. This Command has been tasked to initiate and maintain the Lessons Learned process for the Turkish Navy and hoped by visiting the JALLC they could learn from their experiences and challenges in the LL process.

After a short office call with Brigadier General Mîndrescu, Commander of the JALLC, both Captain Erhan Aydin, Branch Head Tactical Development and Doctrine, and LtCdr Nihat Kurakbelli, Lessons Learned Staff Officer, were presented with an extensive program.

The morning was used for a presentation of the Command Briefing by the members of the Command Group. Specific attention was given to the JALLC Project Approach ( JPA). The afternoon session was used for a detailed explanation of the options and functions of the Lessons Learned portal. Both parties acknowledged that in the future they could benefit from each other by sharing information and exchanging views. The visit was closed with a group picture in front of the JALLC.

Visit of His Excellency the Ambassador of France, Mr. Jean-François Blarel, to the JALLC.

On Monday 28 April 2014, His Excellency Jean-François Blarel, French Ambassador to Portugal, together with the French Defence Attaché, Col François Escarras, visited the JALLC in Monsanto.

The visit started with a welcome by Brigadier General Mîndrescu, Commander JALLC, during an office call. Next, the Ambassador was shown around at the JALLC and had a presentation about JALLC's missions and organisation.

During the visit the Ambassador had the opportunity to meet various NATO members and to appreciate the diversity of the nationalities and their common engagement to the JALLC's mission.

After a very open discussion with staff members, His Excellency signed the JALLC's book of honour and attended to a group picture.

JALLC Delegation to the 1st Regional Conference for Military Lessons Learned, Amman, Jordan

Commander JALLC, Brigadier-General Mîndrescu, and Division Head P&P, Col San Antonio, have participated in the 1st Regional Conference for Military Lessons Learned Centers held in the Jordanian capital, Amman, from 15 to 17 April 2014. The Conference has been organized by the Jordan Armed Forces-Center of Studies and Lessons Learned ( JCSLL) and U.S. Center for Army Lessons Learned ( CALL).

This conference seeks to provide a platform and bring together prominent experts, specialists, directors, consultants and researchers in the field of lessons learned centers ( LLC) that focus on improving the performance of the armed forces at the strategic, operational and tactical levels. The objectives were namely:

  • Highlighting the pivotal role of lesson learned centers in the armed forces.
  • Developing the prospects for international and regional cooperation, exchanging of experiences and success stories.
  • Listening to the experiences of countries that have the lead in this field.
  • Providing assistance and counsel for countries wishing to establish a similar lessons learned center.
  • Establishing a regional network of lessons learned centers in cooperation with the partaking countries and experts in the field.

The Nations & Entities that have participated in this LLC were: Jordan Armed Forces Centre of Studies and Lessons Learned ( JCSLL); Jordan Armed Forces; Saudi Arabia; Kuwait; Algeria; Qatar; US Center for Army Lessons Learned ( CALL); US JCOA; GBR Joint Forces Command; New Zealand Adaptive Warfighting Centre; NATO’s Joint Analysis and Lessons Learned Centre ( JALLC).

One of the topics in the agenda was “Establishing a lessons learned capability” in which the JALLC took the lead, describing the NATO LL capability.

Visit of Air Marshal Graham Stacey, Deputy-Commander Joint Force Command Brunssum.

On the 27th of March the Deputy Commander Joint Force Command Brunssum, Air Marshal Graham Stacey, and his Executive Officer, Colonel Kris Chafer, visited the JALLC.

After a short office call with the Commander JALLC, Brigadier General Mircea Mîndrescu, Air Marshal Stacey received a tailored briefing on the JALLC organization, the JALLC Programme of Work, the NATO Lessons Learned Process and Portal and other JALLC activities.Air Marshal Graham Stacey, Deputy-Commander JFC Brunssum The Deputy-Commander Joint Force Command Brunssum showed great interest in the way JALLC is performing their analysis as well as the support the JALLC is providing towards the other NATO organizations and individual countries. During and after the presentations it was also discussed how both organizations could be of more benefit for each other and both parties agreed to increase their mutual support and future relationship. Some creative and innovative ideas to improve this support from a customer point of view were discussed and embraced.

After a short break, one of JALLC's project teams got the opportunity to interview Air Marshal Stacey about his opinion on a current going on project.

Visit of the German General / Admiral Course.

On 24 March 2014 the JALLC was visited by the German General/Admiral Staff Course, from the "Führungsakademie der Bundeswehr" located in Hamburg, Germany. The 10 students from Germany, France and Finland visited the JALLC during their educational trip to Lisbon.

After a short introduction to the JALLC mission and structure, the students were presented with firsthand information about recently finished and ongoing projects by the Chief Operations Division, Captain Jürgen Velten. Also the process of an actual project was presented by the relevant project manager Lieutenant-Commander Andre Thouvenel. The students seized the opportunity to get information right down to the last detail.

At the end of the day, the head of delegation Colonel Dr. Jürgen Canders, expressed his thanks for the comprehensive program and the hospitality and he underlined the benefit for the students in understanding the important role of the JALLC in the NATO structure.

JALLC's Tribute Ceremony to General Luís Evangelista Esteves de Araújo, former Portuguese Chief of Defence

On 26 February 2014, General Luis Evangelista Esteves de Araújo, Portuguese Air Force, was presented with a Tribute Ceremony performed by JALLC personnel, for the outstanding support, either as Chief of Portuguese Air Force, at first, or Portuguese Chief of Defence after, between February 2011 and February 2014.

JALLC was honoured as well with the presence of Portuguese Air Force General Officers, namely General José Pinheiro, Chief of Portuguese Air Force, Lieutenant-General Lopes da Silva, Commander Comando Aéreo, the compound where JALLC is located in, and Major-General Manuel Rolo, General's Araújo front office chief and actual Deputy Commander of the Portuguese Air Force Logistics Command.

After a short Office Call, in the Commander JALLC’s office, General Luís Araújo, General Pinheiro and the other distinguished guests proceeded to JALLC Auditorium for the Tribute Ceremony, in the presence of all the JALLC staff personnel present. The JALLC Commander, Brigadier-General Mircea Mîndrescu delivered a speech in honour of General Luís Araújo, stressing the entire gratitude for his extraordinary and brilliant commitment to supporting JALLC and his decisive contribution to the success of JALLC’s mission. At the end of his speech, Brigadier-General Mircea Mîndrescu, on behalf of all the JALLC staff, presented General Luís Araújo with a symbolic plaque in cristal in recognition of all the outstanding support provided.

Then, General Luís Araújo, just retired from active duty, took the floor and addressed some words to the audience, underlining the way the Portuguese people like to receive all the visitors in Portugal, the importance of JALLC, as the only NATO Command Structure Headquarter located in Portugal, and the importance of the Lessons Learned and Joint Analysis for NATO and the Nations. General Luís Araújo ended his speech wishing all the success to JALLC and its entire staff.

After signing the Book of Honour, a cocktail ceremony took place in the JALLC lobby, culminated with a “Port of Honour” toast and a Group Photo in front of the JALLC building .

His Excellency The Ambassador of Poland, Mr Bronislaw Misztal, visited the JALLC.

On 24 February 2014, His Excellency The Ambassador of Poland to Portugal, Mr. Bronislaw Misztal has visited the Joint Analysis & Lessons Learned Centre. After a short office call with Commander JALLC, Brigadier-General Mircea Mîndrescu, a Command Briefing was presented to His Excellency.

Mr Misztal was very interested in the relationship with the two other JJ, the Joint Warfare Centre in Stanvanger, Norway, and the Joint Force Training Centre in Bydgoszcz, Poland. His Excellency was informed that JALLC is not just supporting the NATO organizations but also contributing, upon request and availability, to Lessons Learned programs of individual Nations within NATO and beyond.

After the presentation, Mr Bronislaw Misztal signed the Book of Honour and a group picture was made in front of the JALLC building. The Ambassador thanked the JALLC for the short but informative session and was impressed by the quality and level of expertise in the performances of the JALLC.

Visit of Lieutenant-General Phil Jones, Chief Of Staff, Supreme Allied Command Transformation.

On 20 February 2014, the Chief Of Staff Supreme Allied Command Transformation honoured JALLC with a visit. Lieutenant-General Jones was accompanied by his Executive Assistant, Captain Craig Petersen, Lieutenant-Colonel Olivier Jean-Louis Olivier, from Innovation, Doctrine & Lessons Learned Branch, and Lieutenant Blade Schallenberger, Aide to COS.

Lieutenant-General Phil Jones, Chief Of Staff, SACTDue to the arrival time, the visit started with a working lunch in the office of the Commander JALLC, Brigadier-General Mircea Mîndrescu, giving Lieutenant-General Jones a chance to meet all the members of the Command Group. After a short office call, COS SACT was provided with a Command Group Briefing. COS SACT was deeply interested in the ongoing projects, the JALLC's accomplishments, the challenges JALLC is facing and offered his support on several topics. When this briefing went over, all the JALLC Project Team Members of the "20 Years of Lessons Learned NATO Led Operations", joined the meeting room and presented the latest status of the Project and discussed the way forward.

After a short break, Lieutenant-General Jones addressed some words to all the JALLC personnel and took the chance to award Lieutenant-Colonel Matthias Fieser, DEU A, Deputy of the Exercise, Training & Experimentation Division, with a Letter of Commendation for his achievements in NATO. The visit was concluded by signing the Book of Honour, gifts exchanging and a group picture in front of the JALLC building.

To finish the stay within JALLC, Lieutenant-General Jones and his party were invited for a casual dinner in a restaurant downtown Lisbon.

Joint Warfare Centre Commander, MGEN Erhard Buehler visit On 14 February 2014, the Commander of Joint Warfare Centre, Major-General Erhard Buehler, accompanied by his Special Advisor, Brigadier-General Jon Krogstad, visited the Joint Analysis and Lessons Learned Centre, in a short stop, during his trip to STRIKFORNATO, at Oeiras, to participate in the Battle Staff Training for the Exercise Trident Jaguar 14. Despite arriving late in the afternoon, in Lisbon, and at Commander JALLC's invitation, MGEN Buehler honoured JALLC with his presence.

Major-General Buehler was provided a short Command Briefing on the JALLC's role within NATO, the current and on-going activities, the JALLC Programme of Work and the Lessons Learned Process. During this presentation, there were a lot of issues discussed, with emphasis to the cooperation and information sharing between JWC and the JALLC, with special focuses on the exercises and training.

The visit was concluded by signing the Book of Honour and gifts exchanging, followed by a social dinner in Carcavelos, in the outskirts of Lisbon .

Visit of United States Navy Reserve NATO ACT Detachment Atlanta.

United States Navy Reserve NATO ACT Detachment Atlanta visit A Command Group Contingent from the United States Navy Reserve NATO ACT Detachment Atlanta visited the JALLC on Monday 10 February 2014. The Commanding Officer, Captain (select) Brian Heym, the Chief Staff Officer, Captain John Prickett, and the Operations Officer, Commander Steve Koffler were received by COM JALLC. The US Navy Reservists support the JALLC with over 60 days of military support annually. The visitors toured the JALLC facilities and were briefed on the JALLC mission and tasks. Talks were conducted between the guests and the Lessons Learned and Analysis Support Branch on US Navy Reserve support to the JALLC and specific interaction over the upcoming year.

Commander Allied Maritime Command (MARCOM) visited the JALLC

On 5 February 2014, the Commander of Allied Maritime Command ( MARCOM), Vice Admiral Peter Hudson, accompanied by his Naval Assistant, Major Oliver Todd, visited the Joint Analysis and Lessons Learned Centre upon his request to be briefed by the JALLC Commander, Brigadier-General Mircea Mîndrescu, together with Chief of Staff, Colonel Jorge Gomes and the JALLC Division and Branch Heads.

Vice Admiral Hudson was provided a tailored briefing on the JALLC's role within NATO, the current and on-going activities, the JALLC Programme of Work and the Lessons Learned Process. During this presentation, there were a lot of issues discussed, with emphasis to the cooperation and information sharing between MARCOM and the JALLC.

After this generic presentation, Vice Admiral Hudson was then provided a specific briefing on the current Maritime Project, requested precisely by MARCOM. The Project Manager, Lieutenant-Commander André Thouvenel, JALLC Military Analyst, briefed Vice Admiral Hudson on the Project Approach, the Data Collection, the Early Thoughts and the Capability Gaps, the Challenges and the Project Timelines.

The visit was concluded by signing the Book of Honour and gifts exchanging, followed by a lunch in the Portuguese Air Force Monsanto Mess .

JJJ Meeting at JWC, Stanvanger

A delegation of four JALLC members headed by Brigadier General Mircea Mîndrescu, Commander Joint Analysis and Lessons Learned Centre ( JALLC), attended on Monday 13th January, a JJJ meeting hosted by Major General Erhard Buehler, Commander Joint Warfare Centre ( JWC), Stavanger. The meeting was also attended by Vice Admiral Javier Gonzáles-Huix, HQ ACT’s Joint Force Trainer, and Brigadier General Wojciech Grabowski, Commander Joint Force Training Centre ( JFTC).

The aim of this meeting was to present and discuss the 2014 Program of Work ( POW) of each of the Training Centres and the JALLC in order to better understand everyone’s efforts in providing training in support of NATO’s Connected Forces Initiative (CFI) as well as to increase mutual cooperation among JJJ.

These meetings will continue taking place every semester and will look at possibilities to increase the quality of NATO exercises and training by sharing capabilities and finding best ways to tackle problems of mutual concern. In this forum was also discussed the complexity and challenge of NATO exercises to meet NATO’s Level of Ambition for NATO Forces 2020.
