Chief of Staff, Lieutenant-General Richard Tieskens visit to the JALLC on 7 November 2012.

The Chief of Staff, Lieutenant-General Richard Tieskens visitLieutenant-General Richard Tieskens visited the Joint Analysis and Lessons Learned Centre in Lisbon, Portugal on Wednesday, 7 November 2012.

After an initial office call, Lieutenant-General Tieskens was provided a short tailored briefing on JALLC’s activities, internal structure and processes. This was followed by briefings on on-going projects, the Programme of Work and the JALLC Advisory and Training Team.
This was his first visit to the JALLC and Lt-Gen Tieskens expressed particular interest in the Lessons Learned process and some of the reports already published by the JALLC.

Lt-Gen Tieskens expressed his appreciation for the visit and concluded by signing the JALLC"Book of Honour”.

A delegation from the German Federal State Parliament of Bavaria visits the Joint Analysis and Lessons Learned Centre.

The delegation from the German Federal State Parliament of Bavaria visitOn 27 October 2012 a delegation of the Parliament of the German Federal State of Bavaria visited the JALLC. Commander JALLC, Brigadier General Peter Sonneby and Colonel Nickel, Senior National Representative and Branch Head Operations Branch, welcomed the distinguished visitors, especially the President of the Parliament of Bavaria, Mrs. Stamm, Interior Minister of Bavaria, Mr. Herrman, Chairman of the Parliamentary Group, Mr. Schmid and Minister of State Mr. Kreuzer.

The delegation was informed by the Commander JALLC about the situation of NATO forces in Portugal and the task and responsibilities of the JALLC. Colonel Nickel gave an insight on recent and current analysis projects. The visitors were impressed by the variety of analysis projects the JALLC is conducting. Especially the Medical Health Care project generated many questions, as this project is also related to the Comprehensive Approach which is an important issue in Germany. Also the Project on “Impact of Public Diplomacy in NATO” raised the attention of the visitors. The audience was very interested to learn more about this unique project.

At the end of the visit, the head of delegation, Mr. Schmid, thanked Brigadier General Sonneby for the comprehensive briefing and the hospitality. The visit concluded with signing of the JALLC Book of Honour and a group picture.

The US Vice Director, Joint Force Development visits the Joint Analysis and Lessons Learned Centre.

The NCIA General Manager visitOn Monday, 22 October 2012, the Vice Director, Joint Force Development, J7, US Joint Staff, MG Michael Stough visited the Joint Analysis and Lessons Learned Centre ( JALLC) in Lisbon, Portugal, prior to attending the NATO Lessons Learned Conference.

The visit began with the welcome by the JALLC Commander, Brigadier General Peter Sonneby. During an office call with the JALLC Commander, MG Stough received an update on the JALLC’s on-going projects and also discussed key aspects of the NATO Lessons Learned Conference. He specifically noted and expressed keen interest in the JALLC’s Healthcare Study Project and offered to collaborate with the JALLC. Lastly, MG Stough highlighted his desire to strengthen the coordination between his J7 staff and the JALLC on projects, as is the case with the on-going Anti-Corruption in NATO Operations JALLC Project.

MG Stough concluded his visit by signing the JALLC Book of Honour.

JALLC 10th Anniversary

On September 5th 2012, the JALLC hosted its 10th Anniversary Ceremony in the Portuguese Air Force Air Command Officers Mess in Monsanto, Portugal. The Portuguese Army Chief of Staff, General Artur Neves Pina Monteiro, presided over the ceremony.

GEN Pina Monteiro was welcomed at the Air Command Base Main Gate and received honors upon arrival. Following a review of the guard, he was escorted to the Officers Mess.

The ceremony was attended by Portuguese Parliament Representatives, NATO Member and Partner Ambassadors to Portugal and their respective Embassy Representatives and Military Attaches, NATO Command Chiefs and Representatives, and JALLC staff members.

GEN Pina Monteiro commenced the ceremony and welcomed the guests.

The ceremony began with the presentation of the movieJALLC– 10 YEARS IN SUPPORT OF INTELLIGENT CHANGE”. The movie provided a view of the JALLC’s history, missions, and achievements over the past ten years. It was produced with the support of a media team from the Joint Warfare Centre, located in Stavanger, Norway.

Upon completion of the movie, GEN Pina Monteiro delivered his remarks.

After finishing his remarks, GEN Pina Monteiro invited the JALLC Commander, Brigadier General Peter Sonneby, Royal Danish Air Force, up to the front to unveil the JALLC’s 10th Anniversary commemorative plaque. The plaque will be displayed in the JALLC lobby for all to see and to keep a record of this date.

Following the presentation of the commemorative plaque, BGEN Peter Sonneby delivered his remarks. In his remarks, BGEN Sonneby discussed the work and contributions the JALLC has made to NATO to date, as well as acknowledged the work put in by JALLC members, current and past.

Before the JALLC Commander left the podium, he wanted to make a small gesture to acknowledge the hard work, dedication, and skills of the women and men of JALLC and single out specifically the 5 JALLC members who were founders of the Command ten years ago and have remained for that period:

The Commander called those 5 members to the front. He told them they were the thread that had held JALLC together for a decade and the ones who have held its memories. They represented all those other staff that have come and gone in that time. The Commander expressed his deep appreciation to their commitment to the Center. Finally, the Commander asked the audience to join him in thanking them for their service.

After the ceremony concluded, the guests were invited to join GEN Pina Monteiro for a reception held in the Mess Hall.

The NCIA General Manager visits the Joint Analysis and Lessons Learned Centre.

The NCIA General Manager visitOn Thursday, 13 September 2012, the NATO Communications and Information Agency ( NCIA) General Manager, Mr Koen Gijsbers visited the Joint Analysis and Lessons Learned Centre ( JALLC) in Lisbon, Portugal. He was accompanied by Mr. Shalamanov, Director Sponsor Account NATO and Nations and the Chief of NCIA Sector Lisbon, Colonel Fourmond.
The visit began with the welcome by the JALLC Commander, Brigadier General Peter Sonneby. After the office call the NCIA representatives had a meeting with JALLC Commander, Chief of Staff, other JALLC Staff members and NCIA Support Element Head in Monsanto to deal with the future of the Communications and Information Systems ( CIS) services provided by the Agency after its recent establishment. The new Agency comes from the merge of NCSA and NC3A. Mr Gijsbers was provided a short tailored briefing on current JALLC activities, projects and capabilities. Later on he was explained JALLC CIS requirements and potential support capabilities to NCIA. NCIA General Manager stated that the new Agency will provide the required services with the same efficiency as of today.
Mr Gijsbers concluded his visit by signing the JALLC Book of Honour.

Group Captain Paul Stewart visits the Joint Analysis and Lessons Learned Centre.

The Group Captain Paul Stewart visitOn Wednesday, 27 June 2012, the DCOS LL in the newly formed Joint Forces Command ( JFC), Northwood, United Kingdom ( UK), visited the Joint Analysis and Lessons Learned Centre ( JALLC) in Lisbon, Portugal.

The visit began with a welcome by the JALLC Commander, Brigadier General Peter Sonneby. The aim of his visit was twofold: to familiarise himself with NATO Lessons Learned policy and procedures and, secondly, to invigorate NATO/ UK initiatives in the Lessons Learned and Sharing arena. His visit was a considerable success and a number of areas where identified where UK support to on-going or future analysis projects could be bi-laterally advantageous. The United Kingdom is undertaking an investigation into the lessons learned from a ‘Decade of War’ which follows-on from the study, of the same name, being undertaken by the United States and which dove-tails with the Alliance/ JALLC study into a ‘Decade of Conflict ’which will be one of the enduring themes at this year’s NATO Lessons Learned Conference. In addition, it was confirmed that two United Kingdom staff officers from the JFC Lessons directorate will undertake the NATO Lessons Learned Staff Officers’ Course (run by the JALLC) in Stockholm, Sweden in August this year. Group Captain Stewart concluded his visit by signing the JALLC Book of Honour.

The French Ecole de Guerre visits the Joint Analysis and Lessons Learned Centre.

The SACT, General Stéphane Abria visitOn 14 June 2012 the French Ecole the Guerre with 10 students and 2 Staff members visited the JALLC during their education trip to Lisbon.

After a generic presentation of JALLC and its role within NATO, the delegation attended tailored presentations about analysis conducted in JALLC and Lessons Learned in NATO. The students were very interested by the provided presentations according to their numerous questions to every speaker. They focused on the differences between analysis and lessons learned and on the accessibility of all the NATO reports and the implementation of these Lessons learned or identified by NATO members out of the NATO structure. At the end of the day, the accompanying Staff, expressed their thanks for the comprehensive program and hospitality to JALLC COM Brigadier General SONNEBY, underlining the benefit for the students in understanding the important role of the JALLC in the NATO structure. The visit was concluded by signing the JALLC "Book of Honour”.

General Stéphane Abrial Visits the Joint Analysis and Lessons Learned Centre

The SACT, General Stéphane Abria visitOn Wednesday, 12 June 2012, the Supreme Allied Commander Transformation ( SACT), General Stéphane Abrial, visited the Joint Analysis and Lessons Learned Centre ( JALLC) in Lisbon, Portugal.

The visit began with a welcome by the JALLC Commander, Brigadier General Peter Sonneby. During the office call the Portuguese Chief of Defense, General Luís Esteves de Araújo, arrived at the JALLC to exchange personal views with SACT. After the office call, General Abrial was provided a short tailored briefing on current JALLC activities and challenges followed by signing of the JALLC Book of Honour. The visit was concluded with a working lunch in the Mess Monsanto during which General Abrial briefed the JALLC Command Group on the results of the Chicago Summit and finally he congratulated the JALLC on their latest achievements, along with their increased visibility and importance for NATO and member nations.

The Portuguese National Defence Committee visit to the JALLC on 5 June 2012.

The Portuguese National Defence Committee visitMembers of the Portuguese National Defence Committee visited the Joint Analysis and Lessons Learned Centre in Lisbon, Portugal on Tuesday 5 June.

The members of the Committee were welcomed by the Commander, Brigadier General Peter Sonneby. The visitors were briefed on where the JALLC fits within NATO’s military structure, and on the role, capabilities and current activities of the Centre. This was followed by more detailed briefings on the Metrix project and Operation Unified Protector. After some good discussions the visit concluded with signing the JALLC Book of Honour and a cocktail at the Monsanto Mess together with the JALLC Command Group

Visit of Mr Andro Barnovi, Deputy Defence Minister of Georgia, to the JALLC on 2nd March 2012

The Mr Andro Barnovi, Deputy Defence Minister of Georgia visitMr Andro Barnovi, the Deputy Defence Minister of Georgia, paid a visit to NATO’s Joint Analysis and Lessons Learned Centre on 2nd March 2012, along with His Excellency the Ambassador of Georgia to Portugal, Mr Giorgi Gorgiladze. The Minister and Ambassador were joined by a delegation of military and civilian staff from the Georgian Ministry of Defence. The visitors were received by the Commander of JALLC, Brigadier General Peter Sonneby, Danish Air Force, and the JALLC Chief of Staff, Colonel João Barbas, Portuguese Army.

The guests were briefed on the role of NATO’s Joint Analysis and Lessons Learned Centre, recent JALLC projects, and NATO’s Lessons Learned Capability. The guests were impressed by JALLC’s wide-ranging analysis remit and its role in analysing NATO-wide issues at the operational, strategic and political levels. The Deputy Defence Minister was particularly interested to develop Georgia’s Lessons Learned capability, inviting JALLC’s Advisory and Training Team to T’bilisi to provide training to Georgian staff officers.

Visit of Major General Sándor Fucsku, Deputy Chief of Staff of the Military Cooperation Division, to the JALLC on 24th April 2012

The Major General Sándor Fucsku visit DCOS Military Cooperation Division , MGEN Sándor Fucsku, Hungarian Army, paid a visit to NATO’s Joint Analysis and Lessons Learned Centre on 24th April 2012 in order to gain a familiarity with JALLC and its products. He was received by the Commander of JALLC, Brigadier General Peter Sonneby, Danish Air Force, and the JALLC Chief of Staff, Colonel João Barbas, Portuguese Army.

MGEN Fucsku was briefed on the role of NATO’s Joint Analysis and Lessons Learned Centre, recent JALLC projects, and NATO’s Lessons Learned Capability. He was impressed by JALLC’s wide-ranging analysis remit and its role in analysing NATO-wide issues at the operational, strategic and political levels. He noted JALLC’s report on Managing Partnerships, released in October 2008, and Outreach within Allied Command Operations, released in May 2010, both of which shaped the development of the Military Cooperation Division. MGEN Fucsku expressed an interest in seeing a future review by JALLC of the MCD in light of the reports and recent progress in Partnership outreach by NATO.

The Deputy Representative of the Swiss Mission to NATO visits the Joint Analysis and Lessons Learned Centre.

The Deputy Representative of the Swiss Mission to NATO visitOn 19 April 2012 a delegation from SWITZERLAND visited the JALLC in Lisbon / Portugal. Colonel Markus Wohlhauser, the Deputy Military Representative of the Swiss Mission to NATO in Brussels and MWO Michael Giroud where briefed after a courtesy call with Commander JALLC, Brigadier General Peter Sonneby, on activities and organisation of the JALLC. Col Wohlhauser’s aim was to consider ways the JALLC can support and enhance the already existing Swiss Armed Forces Lessons Learned Capability. The visiting party discussed with Lessons Learned Analysis Branch Head, Colonel Nick Lipscombe, the NATO LL Outreach Capability and the three-stage approach of the JATT ( JALLC Advisory and Training Team), comprising Initial Assessment, Focussed Engagement and Monitoring & Mentoring. The second aim of the visit was to consider the posting of a Swiss Partner Officer within the JALLC. So far JALLC has integrated one officer as a PSE (Partnership for Peace Staff Element). Commander JALLC explained the requirements and challenges to be a Military Analyst at the JALLC and stated that he would support the integration of a second PSE
Officer. Col Wohlhauser expressed his appreciation for the visit and concluded by signing the JALLC “Book of Honour”.

Allied Command Transformation Chief of Staff visits the Joint Analysis and Lessons Learned Centre.

Vice Admiral Tony Johnstone-Burt, visit On Wednesday 18 April 2012, Allied Command Transformation Chief of Staff, Vice Admiral Tony Johnstone-Burt, visited the Joint Analysis and Lessons Learned Centre ( JALLC).

Vice Admiral Johnstone-Burt began at the JALLC with a warm welcome by the JALLC Commander, Brigadier General Peter Sonneby. After the office call he walked the building and was introduced to all available staff members. During the introductions the VADM was updated on JALLC’s current activities and objectives. He delivered an insightful brief to JALLC’s staff regarding the future of ACT and fielded several astute questions from the audience. He expressed his appreciation for the productivity and determination of the JALLC’s staff in providing beneficial analyses and maintaining an excellent reputation within NATO. This was followed by a working lunch at the mess Monsanto where the focus and the future challenges of the JALLC where briefed by Brigadier General Sonneby. Vice Admiral Tony Johnstone-Burt concluded his visit by signing the JALLC Book of Honour.

The German General/Admiral Staff Officer's Course visited the Joint Analysis and Lessons Learned Centre.

The German General/Admiral Staff Officers Course visit On 27 March 2012, staff and 20 students attending the German General/Admiral Staff Officer’s Course from the German Armed Forces Command and Staff College, Hamburg/Germany, visited the Joint Analysis and Lesson Learned Centre ( JALLC). The students, officers from a number of countries including Germany, Great Britain, Hungary, France, Poland and Belgium, visited the JALLC as part of their educational trip to Madrid and Lisbon. The visiting party was led by Rear Admiral Martin Krebs, the Deputy Commandant and Director of Courses at the Command and Staff College.

Rear Admiral Krebs conducted an office call with the Commander JALLC, Brigadier General Peter Sonneby. Following lunch, the acting Chief of Staff, Colonel Frederic Curtaz, delivered the first of a series of presentations that covered a number of topics such as the JALLC mission, structure and tasks. Additionally, a number of project managers gave briefings of their respective projects. The final presentation of the day was given by COM JALLC, who briefed the high level METRICS project to the course.

The Deputy Commander Naval Striking and Support Forces NATO visits the Joint Analysis and Lessons Learned Centre.

The Deputy Commander Naval Striking and Support Forces Visit On 14 February 2012, the Deputy Commander Naval Striking and Support Forces NATO ( STRIKFORNATO), Rear Admiral Russ Harding OBE, GBR (N), visited the Joint Analysis and Lessons Learned Centre ( JALLC) in Monsanto, Lisbon Portugal.

STRIKFORNATO is due to relocate to Lisbon during the course of 2012, and RAdm Harding will be the Senior Officer located at the Oeiras facility following deactivation of JFCLB. RAdm Harding discussed the ongoing transition with the JALLC Commander, Brigadier General Peter Sonneby and specificly Base Support issues. It was a very productive discussion and RAdm Harding gained an understanding on the support the JALLC is receiving from JFCLB and the possible caveats after the closing of JFCLB. RAdm Harding expressed his appreciation for the visit and concluded by signing the JALLC "Book of Honour”.

Jordanian Armed Forces Center for Studies and Lessons Learned visit to the JALLC on 01 February 2012.

the Jordanian Armed Forces Center for Studies and Lessons Learned Visit The Jordanian Armed Forces ( JAF) Center for Studies and Lessons Learned visited the Joint Analysis and Lessons Learned Centre in Lisbon, Portugal on Wednesday 01 February.

On 01 February the team consisting of Maj Gen (R) Abdel Salam HARAZNEH, Col Ezideen AL ZU’BI and Capt Mu’taz AL-SHDEFAT escorted by Cdr David Brown from Bi-SC Military Cooperation Division where welcomed by and had a office call with the Commander, Brigadier General Peter Sonneby. The purpose of the visit was to improve their Lessons Learned capability and to enable NATO and JAF to develop a roadmap to facilitate this goal. The visiting party was briefed on the role and capabilities of the JALLC, LL Portal and LL Database and JALLC support to LL Capability Development.
On completion of the briefings, Maj Gen (R) Abdel Salam HARAZNEH signed the JALLC Book of Honour and expressed his appreciation for the efforts into making the visit so informative and stated that he was looking forward to working more closely with the JALLC and explore possibilities for cooperation.

The Director of the Human Intelligence (HUMINT) Centre of Excellence visits the Joint Analysis and Lessons Learned Centre.

the Director of the Human Intelligence Visit On 25 January 2012 the JALLC was visited by Colonel Eduard Simion, Director of the HUMINT COE in Romania.

After a welcome by the Commander, Brigadier General Peter Sonneby, Col Simion was briefed on the role and capabilities of the JALLC and possible areas of common interest between the JALLC and the HUMINT COE. This was his first visit to the JALLC and Col Simion expressed particular interest in the Lessons Learned process, the data collection tools and the Database. The HUMINT COE will insert the Lessons Identified collected at the yearly NATO HUMINT Exercise “Steadfast Indicator” as well as the HUMINT LL gathered by the Mobile Data Collection Teams in ISAF and KFOR into the JALLC’s Database. Col Simion expressed his appreciation for the visit and concluded by signing the JALLC "Book of Honour".

Visit of the Defense Attaché of Germany, Commander Franz-Josef Birkel to the JALLC on 24 January 2012.

the Defense Attaché of Germany visit The Defense Attaché of Germany, Commander Franz-Josef Birkel, paid his courtesy visit to the Commander JALLC on 24 January 2012. Additionally, the JALLC provided him with the Command Briefing containing Information on the mission, tasks and the organisation of the JALLC.

Commander Birkel was impressed by the diversity of topics and the level of engagement covered by the JALLC projects. He reflected on the successful work relations between the JALLC and his predecessor and expressed his wish to continue this close relationship.

General Mieczyslaw Bieniek Visits the Joint Analysis and Lessons Learned Centre.

the General Mieczyslaw Bieniek Visit On Monday, 23 January, the Deputy Commander of Allied Command Transformation, General Mieczyslaw Bieniek, visited the Joint Analysis and Lessons Learned Centre ( JALLC) in Lisbon, Portugal.

The visit began with a welcome by the JALLC Commander, Brigadier General Peter Sonneby. After introductions, General Bieniek was briefed on JALLC's activities, current analysis projects and the Programme of Work for 2012. As one of the advocates for the creation of the JALLC, General Bieniek was very interested in seeing what JALLC has accomplished in its almost 10 years of existence. Discussions also centered on JALLC’s project to update the NATO LL Database and Portal, and NATO’s restructure. The visit concluded with the signing of the JALLC Book of Honour.

The Commanders of the Joint Warfare Centre (JWC) and the Joint Force Training Centre (JFTC) visited the Joint Analysis and Lessons Learned Centre.

The Commanders of the Joint Warfare Centre and the Joint Force Training Centre Major General Jean-Fred Berger, Commander of the Joint Warfare Centre and
Major General Pavel Macko, Commander of the Joint Force Training Centre visited the Joint Analysis and Lessons Learned Centre in Lisbon, Portugal on 09 January 2012.
The purpose of the meeting between JWC, JFTC and JALLC ( JJJ) was to reinvigorate the cooperation between the three organizations and discuss topics or issues of common interest. Several areas where cooperation can be intensified were identified and it was agreed to look further at exactly how the JJJ could assist each other in these areas. Overall it was a fruitful meeting and the next JJJ meeting will take place in Stavanger in June/July 2012.
