JALLC Activities

The JALLC has produced and published the Joint Analysis Handbook and the NATO Lessons Learned Handbook, and convenes an annual NATO Lessons Learned Conference since 2003.

The 2012 NATO Lessons Learned Conference was held from 23 to 25 October, being the Conference theme: “Learning from the Past – Preparing for the Future”. It was attended by over 220 representatives from 32 NATO and Partner Nations, belonging to NATO, National commands and Agencies. This annual event allows the NATO Lessons Learned community to strengthen both their working practices and relationships.

Since June 2011 the JALLC took over the Directorship and management of the NATO Lessons Learned Staff Officer Course. The course is facilitated by the Swedish Armed Forces International Centre (SWEDINT) in Kungsängen, near Stockholm.

JALLC Analysis Process

When JALLC receives an analysis requirement, an analysis process is initiated following the JALLC Project Approach (JPA), which is actually based in the commercial PRINCE2 method.

On initiation of an analysis project, the JALLC will identify a principal customer for the analysis and work closely with the customer and other stakeholders to establish exactly what the analysis needs to achieve in order to meet the customer’s need. The JALLC then conducts an intensive period of preparatory data collection and planning that will culminate in a team deploying to an event (operation, exercise, training, experiment, etc.) to observe and collect real-time, real-life data. The data collected will then be analyzed and interpreted with the help of professionally trained analysts and subject matter experts.

Throughout the life-cycle of an analysis project, the principal customer and any other stakeholders are kept informed of the significant findings and are consulted regarding the veracity of the information upon which these findings are based. Finally, the JALLC analysis team produces a report, tailored to the customer’s needs, which will include actionable recommendations for improvements to NATO. The recommendations from a report are entered into the NATO LLDb as Lessons Identified.

JALLC Projects

The JALLC has carried out a wide range of projects since its activation in September 2002. Although the JALLC was originally conceived to carry out predominantly analyses of exercises, the changes to the NATO environment, inter alia the formation of ACT, the development of the NATO Response Force (NRF), and the growing NATO involvement in operations, have resulted in the JALLC rapidly adapting to fulfil an increasingly diverse range of tasks. Of particular note, the JALLC has conducted and supported analysis tasks within the following NATO and coalition activities:

  1. NATO operations (every ISAF rotation, NTM-I, KFOR, ACTIVE ENDEAVOUR, DISTINGUISHED GAMES, NATO Disaster Relief to Pakistan, AMIS, OCEAN SHIELD, UNIFIED PROTECTOR).
  2. All HQ ISAF mission rehearsal training events.
  3. All NRF exercises at the operational level.
  4. Multi-national Experiments (MNE) 3, 4 and 5.
  5. JOINT ENABLER experiments.
